I can't explain why it does it, but it does. I ran into the problem of the engine not shutting off due to a missing resistor about 15 years ago, and really didn't get into the why of it, and since it isn't used any more (since late 80's), I didn't dig into it that much.
Guessing, I would guess that with that particular alternator, it keeps power to the coil when the key is off. Perhaps there is a diode in the resistor. But I am not going to buy one and check it out.
