Reinstalling Powerhead

I was beginning the reistall portion of the powerhead and came across the torque limits for the exhaust housing - to - powerhead bolts. My question is do I need a torque wrench or can I just snug them up real good. I am doing the reistall on a 1998 Johnson 115 Johnson.

If you're not familiar with screwing a bolt into aluminum then just use the torque wrench. You'll be retorquing the heads anyway so it's not like you don't have one.
