Regulator problem

I bought a boat that has been re-powered with an Evinrude 1990 155HP commercial engine. The regulator is putting out 16 volts. I believe this is high enough to fry my battery. The wiring harness looks like it has been modified to accomodate the new engine.
My question is- Can there be any reason that the output voltage is 16 volts other than the regulator is defective? If so, what should I look for. This is a 35 amp, water cooled recifier/regulator.

it's on the high side but maybe salvageable - first disconnect the battery - clean up the terminals with a post cleaner or sand paper - remove the wire connections from regulator and do teh same - dont forget the ground too - hook it an dsee what happens - no fix - change the regulator it's on it's way out . check the battery condition first too ..and if its a few years old replace it along with the regulator .
