Rebuilt Mercruiser 5.0 won't start, ideas please?

Ok, Just got my boat back in January after a lost season last year where we were waiting for a rebuilt Mercruiser 5.0 engine for my 2006 Chaparral. I had a Boat repair company put in the new engine and winterize it and I took it home in January. The guy sent me a video of the engine running while they winterized it so it seems to have been running/idling fine in January. I tried to start it up on the ear muffs this last weekend and it wouldn't start (it turns over but never quite starts). I moved the timing up and down a bit but still it won't start. Kill switch was up in the ON position and I could hear the fuel pump running and see the accelerator pumps in the carb squirting fuel when I bumped the throttle. I did notice however that the alarms were not sounding when the key was in the accessory position. Maybe there is a disconnected wire somewhere, but I couldn't find an obvious one. I assume if the alarms aren't sounding maybe the coil is not getting voltage applied? I would take it back to the boat service company but they are backed up and I don't want to lose any weeks of this boat season.

First verify good consistent spark, gonna guess thunderbolt based on given info.

Then check fuel quality/supply

As far as no audio warning system verify the horn is operable and connected properly

Ayuh,..... The alarms don't sound in the acc. key position, only in the "On" position,......
There should be 12v at the coil's tiny (+) terminal at that time too,.....
