rebuilt 5.7 Mercruiser water not flowing

So I took the intake off and nothing really jumps out except the port side head. It seems to have a blockage or a crack because water will not flow directly through it. If i put water in either jacket of the port side it will come out of the starboard side head. If I run water through the starboard side it comes out of the starboard side, which shows either a blockage or just its normal path?

If the starboard side is a tad lower then the port, it will run out that side

Thanks AllDodge, you are correct, it was lower on that side, I think maybe I had a bad intake gasket install, It looks like it was leaking in towards the back by the blocked off ports, water flows through on both sides, water pump pumps very well. there were rust deposits right where those ports are blocked. Would there be any kind of test I can do while I have it down this far? I wanna make sure before I put it back together.

I know of none, the water either flows or it doesn't

Installed new intake gasket, water flowing fine. I think I know what may have happened, I had switched to an hei ignition. One of the brackets that are mounted on the intake to lift the motor had gotten in the way so I took it off. I had the bolts in but not tight, that happens to be right above the rear water port of the head that is supposed to be blocked off. I think water came in right there because I saw rust there. I am pretty positive that is what happened. What do you guys think.
