rds 23 johnson 40 hp no spark

does a 40 hp johnson have a saftey device that wont allow it to fire when engine is out of water? i cant get mine to fire.

I just fixed this problem with mine. Make sure the black wires coming out from under the flywheal arnt grounde on anything. Turns out mine had a bare spot in the wire under the coil. I disconnected the wire from the coil and covered the bare spot with a heatshrink tube and wala. This was a diagram that was given to me by Willyclay and it helped out alot.
