raw water cooling system

Have an 85 Bayliner with the AQ125a motor. The raw water system wont pump. I replaced the impeller and all the seals. There is a leak in the exaust bellow but not a big one. Never had the boat in water but have a suction cup device that hooks up to my garden hose and fits over the raw water intake. I'm thinkin the intake has to be completely submerged. Am I right? Dont want to drag it to the lake if theres an issue with the raw water system....

You should be able to run the boat on muffs with enough flow to cool the engine. Did you plug the hole in the bottom of the outdrive when it was on muffs?
