The switchs are there in case the driver falls out/off of the helm seat, or gets throwed out of the boat completely. Then, he has a chance to get back to the boat and/or the boat not hitting something till he gets off the floor and back at the helm.
Going fast over waves and wakes can make a boat do some really strange things.
The switches are there to save lives, not motors.
