Questions for an expert! 90hp Mercury HELP!

I just got my first bass boat! Unfortunately I am having some issues with the engine. I have 1989 90hp 2 stroke 3 cylinder Mercury/Mariner. When I first got it, it wouldn't crank and I noticed gas was leaking, so here I am a weak later and this is what I have going on. First issue: I rebuilt the fuel pump and the engine started! but the engine kept surging when I did a trial run today, like it wasn't getting enough fuel. It also wanted to keep stalling out as it was idling after I ran it. I also cleaned the carbs, but I'm not sure how to adjust them... Second Issue: I recently installed a new water impeller, but I still have an extremely weak tell-tale and water is coming out of the lower unit. There is a strong possibility that I could have installed it incorrectly, as this is my first boat...If anyone has any advice I would GREATLY appreciate it. This woman is ready to go fishing!!

Sounds like you need to get yourself an OEM manual. Where was the fuel leaking from? Did you just "clean" the carbs or did you take them apart and clean them properly? Then reassemble with new parts?

Every time I ever had problems with the tell tail it was a clogged output nozzle. I simply pull the hose off from inside, remove the nozzle and blow compressed air through it backwards.
