QD-16 Johnson 10HP Seahorse equalizer cup problems

I just bought my first boat (14ft aluminum fishing boat) the recoil spring broke on my outboard, I replaced it with no problems but since I've put it back together the equalizer cup keeps losing tension so when I pull on the cord the catches won't catch onto the flywheel. When I take the recoil off to inspect it I see that the equalizer cup doesn't engage. I give the screw in the middle a little turn just enough to keep it tight but not too tight that it locks up the recoil and it works great so I tighten down the nut to hold the screw in position. After a few starts of the motor I am back to where I started, the catches won't catch. I continue to repeat this process and it is very annoying.

Is there something I did wrong when reassembling the recoil? All of the springs are okay it just seems that somehow the screw in the center gets loosened no matter what I do. There is a large spring the size of the equalizer cup that is only about three turns, can I mess with that to cause the cup to engage with less torque on the recoil cord? It seems that would be the issue but I don't want to go messing with it unless I know it will help.

I figured I wasn't the first person to have had this problem but I just couldn't find anything online that explained it. This looks like it's exactly what I did, of course, this was my first time assembling a recoil so I figured it was something I put together wrong.

I will post my results when I get home and get a chance to check this out on my recoil.

If all looks OK you may try some blue loctite ( break away strength) to keep the screw tight. Could have some grease on the threads letting the bold work loose so maybe a good cleaning might help.

In the diagram there is a washer under the screw. Could try to put a little grease on everything (at lease between the washer and screw) except the threads of the screw.
