Pulling a 12ft aluminum boat behind a fifth wheel

I just bought an old aluminum boat and am planning to tow it behind my 29' pilgrim 5th wheel. I have a ford diesel 250 6.7 and i know it has the power, but is it legal and do I need a special endorsement or license in Claifornia? I haven't completely measured, but I believe I would be below 60' total.
