Proper Shaft length

Not sure what would be the best shaft length. Need advice.
I'm considering repowering my little 14', woody runabout. It now has a motor that measures about 23" from transom top, to top of prop on it.

The prop seems way to low in the water, according to what I've read about this topic. I don't want to use lifts or jack plate. The boat is very light weight and I'm afraid it would be too much leverage.
The transom measures 15 1/4 inches from top to bottom of boat. Boat is flat across the bottom at back. Would a 15" short shaft be long enough? I'd like to get one with power trim/tilt (so I can run in shallower water). Any suggestions or logic about this?

Yep, For sure you need a short shaft motor for that boat.

I'm just sayin...:D

I thought that to be the case, but didn't want to invest a bunch of money in a 15" shaft motor on a hunch.
