Proper Gas Tank Setup When Starting

i am a newbie to boating and outboard engines i have a 1991 40 hp when i start it it runs good for a couple of minutes then seems to lack fuel ,does my gas tank vent supposed to be open or closed when running,also should te fuel filter stay pretty full or not when running,,,, thanks any help appreciated!!

vent open.

the line should stay pressurized pretty much all day. primer bulb won't feel firm while the motor's running cause gas is flowing through it, but it should be firm when you shut it off.

Vent open or your motor is trying to collapse your tank as it draws fuel.

the fuel line bulb has an arrow on it. the arrow points to the motor. let us know results.

HEY I TRIED RUNNING WITH VENT OPEN IT WILL REV BUT KINDA CUTS IN AND OUT WHEN REVING THEN WILL REV FINEFOR A COUPLE OF SECONDS THEN CUT IN AND OUT AGAIN ANY IDEALS ,,,FRESH GAS IN THE TANK.....WHAT SHOULD MY GAP ON MY SPARK PLUGS BE???
