Propeller paint flaking

What does this paint issue on the propeller indicate? Should I be concerned with seeing this on a 2015 boat that I might buy?

Cavitation Burn(erosion). Water boiling in a low pressure area, the vapour bubbles collapse with enough force and pressure to blast the paint off, and pit the metal

Paint never stays on a propeller. Usually the back side of the propeller will see cavitation burn, nothing to worry about.

Or, the guy runs the boat in shallow sandy water a lot.
