Prop replacement spacer question

Got a new prop off eBay, same part number as the one I took off.

not sure if this new one is a pinch different construction on the hub, but when I slide it one, it seems to bottom out before the spline clears the hub, which does not let me slide that brass splined spacer onto the splines. So, can/do I use the spacer even though the splines aren’t engaged? Or, is there another issue I am not seeing?
