Procraft With 24 V Minn Kota--Help!

I just picked up this 1984 Procraft 1750V. It's in exceptional condition, but the guy who had it disconnected everything and I'm in the process of putting it back together, testing circuits and figuring out what works and what doesn't. This boat has the control panel in the bow, with battery meter switchable to display batt1/batt2, and a 24v Minn Kota trolling motor. Wiring at the stern is red, black, blue, white. I replaced the batteries, wired them in series as instructed (red to 1 pos, black to 2 neg, blue and white to pos 1 and pos 2. Troller works. Battery gauge reads pegged on batt 1 but nothing on batt 2. Disconnected, messed around a little, and found only the white wire connects to the gauge, and it is sending 24 volts. Blue wire is not connected. I am feeling maybe the instructions I received are incorrect. Can someone give me advice/direction before I pull the panel out tomorrow?

I am also going to need advice concerning the oil injection (bypassed and running premixed right now), bilge pump, aerators, and the OMC control. It's totally jury rigged. I think I may have to buy a good used control and just replace the whole thing.
