We just install a new long block. to run out engine we set the timing at 30 degrees at 3000 rpm so we could allow the cam to break in. Now would like to know what to set the base timing at and how to go about doing so. It is a volvo penta 5.7 GS 1999 year and the production number is 3865946

You don't need a cam break in period, it's a roller cam.

Assuming the engine is a 99 and assuming you have the OEM Prestolite distributor, Timing is 7? BTDC @ idle rpm 550-650 regular gas.
No base timing settings, just turn distributor to proper timing and tighten down.
