Problems starting

I recently tore down my carbuerator on my 115 evinrude to give it a good cleaning because i was having some flooding issues.Afer i reassembled everything, i put the muffs on and gave her a whirl. It turned over just fine but wont start up. I verified all the essentials,air,fuel, and spark,and kept trying then i noticed that the prop was turning while the engine was turning over. This is not supposed to happen since the engine isnt supposed to even turn over if the throttle is not in the neutral position,which it was,let alone be in gear. I also discovered that the throttle wont move backwards, (into reverse). You would think that because of all that, the linkage must be all screwed up but it looks like its supposed to go together so im really at a loss.Any tips, tricks or advice would be greatly appreciated!
