Sure could be. If the FFP continues to run, it is not sensing the fuel rail coming up to pressure. That could indeed be caused by air leaking in at the fuel pickup. The fact that the primer seemed to be empty (air in it) would lead me to carefully inspect the entire fuel system, starting inside the tank.

The engine is showing as never having been in a dealership for service since it was purchased 7 years ago. I would suggest taking it into an authorized dealer who access to Tohatsu tech support and will be able to troubleshoot it correctly.

that thick foam in the air regulator is the issue. that is oil and water mixing. it is coming from the compressor. check your psi on the air side it should be around 80. I would take the head off the air compressor and replace the gasket and look at the piston and walls of the compressor. This motor is a lot like the opti max so most people have never messed with a fule and air injected motor.
