Problem with 89 force 15 hp

i went to start my force 15 and it wouldnt start. i pulled the plugs to find a milk like liquid (water???) in the head of the second cylinder. I pulled the head gasket and exhaust cover and could not identify a leak. What else can i check? thanks for any help.

Compression test would have given you an idea on a leak. Compression testers are only 30 bucks and would have been a good test. Another possiblity could be your exhaust gaskets are leaking however I would go with replacing the head gasket and then test compression.
