Problem with 25 hp. Mercury

Motor will start and idle fine. Runs at low
speed. Throttle up, chokes down. I discovered that if I pull choke out slightly,
motor will run up to near 3/4 speed and then
it chokes down again. Mixed up fresh fuel,
and let motor run out of fuel before I set up
for winter. I don't think that the carb is
gummed-up. The motor is just three years old
and has very little running time on it. Any
advice appreciated.

take it out and run it warm. Open it up till it dies, cut the ignition, then remove and inspect the plugs.
I suspect they'll be dry, as running it dry isn't going to keep it from gumming up in every case.
It WILL help, but a better plan is to run some fogger thru it before putting it up.
Speakin of fogger, if the plugs ARE dry, a can of de-carboning spray may take care of it. If it doesn't,inspect the carb for a plugged main jet,and the fuel pum for a deteriorated diaphram.

------------------
Time to change my tagline
