Primer Bulb doesn't get hard. I have tried everything . Mercury 125 Q3 2001

Hi,
I need your help. I already change the primer bulb and the fuel lines. I have a water separator and check the fuel pump. I have trouble filling the line before starting the boat.
I did a trial taking out the hose after the bulb, putting my finger in front and I get fuel out with pressure but as soon it is connected to the system I cannot manage to fuel the line. What do you think its my problem.

By design the primer bulb works best in the vertical position.
