Prepping deck for non-skid paint

I am prepping my deck for Total Tread non-skid paint in my 2001 Sea Ray 180 BR. I removed the carpet and finally got rid of all the glue (the glue was a lot of work). I found what looks like a few sloppy repairs that were done by the manufacturer prior to them installing the original carpet. The repairs are in front of the seats almost under the edge of the dash assembly on both the starboard and port sides. One of these is on the deck with space below, but a couple of them are directly on the hull. I cannot see the repairs at all from the outside.

My question is -- can I sand these down level with the rest of the deck/hull or do I need to leave some material to keep the repair from failing? ...and why the heck would these repairs be there in the first place?

looks like gel repair. fire up the 80 grit and sand everything to rough-up for your non-skid coating

Sanded it down a little more and it looks like there are 4 hull/deck repairs (2 identical on each side). Could this have been from the manufacturing molds? Is it OK to just paint over or do I need to add some glass for strength?
