power trim/tilt question

On my power trim/tilt (not sure of the difference) only one ram goes all the way up. The other only goes up a few inches. Is this normal?

The engine is a 1977 85 hp johnson javelin

one ram has a telescopic shaft and the other is solid. during lower half of lift both rams push. during upper half only the ram nearest pump has any lifting power.
