Power Tilt/Trim Question (one way only)

I have a 93 force 50hp with power tilt/trim. It has a two wire motor with the relays in with the motor. It does have 12 volts going to the motor from each relay when you check the switch on plugs in the motor. The problem is it will only go up and nothing down. I do have 12 volts on the green lead with the switch pushed going towards the motor but no way to check it down by the pump motor that I see. It has a plug with two wires going in to the top of the pump. Any ideas?

swap relays and see if problem swaps direction.

Thanks RRitt, I swapped relays and it would go down and not up so it followed the relay. I had a spare relay for it and changed the relay for the up side, which I guess would not ground right when I tried to lower the outboard. I'll be catching crappie in no time...
