Power tilt stuck in up position

I replaced the fast track trim motor and the piston will not let the engine down. I put the green wire directly to the battery positive, blue to negative.. The motor whirrs but no gurgling. The oil reservor is full. The pressure release is frozen shut and can not be turned. Any ideas?

When you replaced the motor, did you get the coupler installed between the pump and the motor ??

Coupler was installed. I will remove the motor again to check if coupler is ok.

Coupler was installed correctly. I assume the pressure release screw turns cc to open and allow tilt to move manually. I torched and hit with an impact driver with no results. The pins holding the tt assembly are frozen too. Is there a machine shop in Central florida that can remove the pressure release valve?

There probably is a manual lock on that motor's transom bracket. Is it released?
