Power problem with two 1990 70HP Johnson

Hello,

When I bought it two years ago, my boat was powered by one 150HP Suzuki. Because I prefer dual engines for security, I bought two 1990 70HP Johnson and have rebuild them.
Before to use my boat, I have done some tests at home (without shifting) and both engines were OK.
Here's my problem : when my boat is in the water, if I shift forward or reverse, both engines stay at about 1000-1500RPM, even with full throttle.
No prop : engines work fines up to 5000RPM.
With prop : no power, max RPM about 1000-1500 ...
Props are 13 1/4 x 17 which seems to be correct for these engines.
I thought that maybe it was an electric safety system.
So, back to home, I have done some other tests without props but this time I shift forward and reverse. And engines worked fine ...


Any help would be greatly appreciated

keep reving them above 1500 rpms, and you may get a connecting rod in the face.

have you checked compression and spark on all cylinders. are you sure the vent is open on the fuel tank. just because it was rebuilt stuff happens.

Its common to both motors thats a clue. could be linkage/cables.
With motors off ,covers off put in forward and open the throttles.watch
linkage/cables for clues.Are the carbs opening all the way?
