I just recently got a 1989 Stratos 279FS with an Evinrude E120TLCEM motor, hadn't been on water since 1995. Tanks and motor had fuel removed shortly after it was used back in 1995. Took to local mechanics they checked water pump, changed plugs, fuel filter, choke solenoid and lower unit oil. I've taken it out to a small lake the past two days and tried to run. After unloading, motor fires up and idles fine, the lake isn't very big so I have a small shoot I can open it up to about 3/4 speed for about 2min. I then have to idle past some docks and then I can open it up full throttle for 5 min. Did that today got to end turned off and went to check other items. Motor was off for about 10 min. Went to test motor again, fired right up, but when I went to throttle up no power. Took a brand new fuel filter with us so I put it in and still no power. I've changed all but two fuel lines, the boat has dual tanks with a valve back by motor for switching between tanks. I didn't change the fuel lines coming from tanks to valve, just the lines going from bottom of valve to fuel filter under motor cover, I'm going to change out the remaining two lines today. Looking for other suggestions as to what might be problem. Mechanics I took it to said they would be able to get it back in till late next week
