I have a 1963 75hp evinrude it runs good at an idle and decent once it planes out its just the spot in between that it getting it i think it is a problem with timing or carburator also it will not get over an idle with the motor cover on it has been taken to numerous mechanics and they could not see any problem but once on the water it has problems like i said at an idle it runs great and once you get it over the rough spot it runs good without the motor cover on i'm at a loss i

It could be that the cover is air tight,or the cover is moving a wire, breaking contact.<br />I would check the timing linkage first for play. These must be tight in order to work properly. Also before getting into the timing (swhich you will need the manual for), try a new set of plugs.

If I understand correctly...it isn't failing for the mechanic but it does when you take it out on the water. Is that to say the mechanic isn't running it on the water? If so, you might want to consider having one of the mechanics you've been dealing with take it on a quick sea trial. Sometimes it's difficult to duplicate what the engine is doing unless it's under a specific load/condition.
