Plastic plate outdrive upper housing fell out

So I was attempting to lower the upper housing down onto my lower unit and this plastic plate fell out of a slot in the upper housing
One side has an x on it the other one is blank and if I turn it one way it slides in perfectly with no resistance if I flip it upside down it slides in with some resistance and I have to push it in hard so I'm trying to figure out the proper orientation of this plate and when it's function is

that is a dam to prevent excess exhaust gases from entering the area around the water pump

Thank you very much hopefully I got it right. I found a YouTube video of a guy pulling it out drive apart and took a screenshot and luckily could see his plastic dam which is also partially falling out lol
