Plastic hull repair on pedal boat from 1975

I was hoping to remove the cap on this and fix the hull from the inside first but after a close look, once I got it home, it doesn't appear that the top comes off. This had a bunch of repairs made to it and then some sort of "tar" put on top of the repair. The hull is "plastic".......can I treat this like fiberglass and patch the holes up?

Here's a couple of leads. I repaired an ABS plastic canoe w/ west system,
worked great.
I suggest you clean those hairy repairs down to the original material.
If possible, determine what type of plastic you're dealing with and proceed from
there. The second link has some insight on that. Wear a mask, good luck GH
ps: the black crap looks like aerosol undercoating.
This boat looks like polyester resin and fiberglass. There was not much else
in the plastic boat line in '75.

Ayuh,... In the last picture, it looks like choppergun fiberglass...

I think I would start with an 80 grit wheel. Ease into it. You might do well to cut
out the true crap with a utility knife. Wear tough gloves.The hand sanding will
come in during the refinishing process.If the damage is just cosmetic 120 or 220
on a soft pad with a light touch to start.GH
