Check your fuel connecters, clean them out. Only takes a few minutes to clean out the fuel tank and pickup tube/ filter.. Those pickups do get crushed up or mashed on ocassion. Even though your fuel pump is new, I have saw new parts not function correctly. Blowing compressed air thru carb passages is a must, tiny particles can stick in those tiny passages !!
If you don't already have one, add an inline filter to your fuel line !

You know compression test on a 2 stroke motor isn't always a good test of the outboard.

It tells you how much it's been ran but not the only story. Leak down test might be in order.

I've had two outboards in my life that I couldn't fix that had good compression. One I took to the omc dealer and he brought in a factory rep and they couldn't figure it out as well

Drives you nuts really.

Fuel delivery is still the most common and probable cause. Things like internal engine pressure on a two-stroke engine or air leakage.... these are all factors.

Pretty sure I have the same outboard in a 93 but I'm out of town. When I get home I'll look for something different.

Not saying it is your problem but another tuff one is possibly crankcase vacumm loss where normal upstroke created vacum is degraded by air leaking inside the crankcase due to bad seals.

it reduces the pull of the vacum needed to "pull in" precious carb fuel needed for ignition.

there is a video that explains it

I love, how in the end of the video, he pulls the plug wire off with his hand and everything seems to be fine. Then there's like a break in the video as you can see, and now he's got a pair of pliers grabbing the lower plug wire. I wonder what happened prior to that? 🤣🤣🤣

Im gonna clean the carb again and order another fuel pump (ill return if it doesn't fix issue). Next step will be testing the crank case. Ive seen a soapy water test for this one.

The fuel pump should have a pressure rating as will the crankcase, so why not change cm and see if they are in spec, rather than replacing ?
