I notice you mention that the boat has shifting problems and that the throttle cable was replaced. Check to make sure the cables are adjusted properly, it's kind of tricky so follow the manual.
The trim tab (zinc anode) and bolt off the outdrive is missing, big hole above the prop.
For oil I use Shell Rotella 15W40 (25W40 if I can find it) in my Mercruiser 3.0, available at WalMart for $10/gallon
