'pee stream' not visible...

hooked up my mercury optimax 200 (1999) up to the muffs, got the water running and turned the engine over pretty easy, but am not seeing a 'pee stream'. any help in trouble shooting before I spend an arm and a leg at the dealership?
first post by the way, glad I found this site...... I'm sure I will learn alot.
