Parsun LED stays on

Any one know why the top led stays on Parsun 40 HP 4 stroke and the engine will not start and alarm sounding

Didn't it come with any kind of manual describing the lights and troubleshooting? With the lack of support, you are it.

No can not find any info on the LEDS but its the same as the Yahama only its made in China
