paint vs. decal replacement

I'm wondering what is the best route to go regarding modernizing the look of my boat. Originally I was going to opt for new decals but the last time I purchased new decals from Ebay, they were dead old stock and the glue had evaporated, rendering them useless.
Now I'm thinking of removing the existing decal, cleaning the area properly and repainting it instead of going with a decal. Locally, custom decals run $15/ft. plus the cost of installation. I've estimated it would cost about $1,000 which is fine but if paint could do the same at a fraction of the cost, I could put the remaining money elsewhere.

Depends on how good the painter (artist) is?

Most any local graphics place can hook you up and they are easy to apply. I have purchase graphics from a local place that also does car/truck/bus wraps and they work great.
