every time i get on step i over heat done changed the seals in out drive water pump still over heating when on step .on a1985 bay liner with a 2.1 volvo penta

Change the water pump and try not to step on it.

I had that problem with a Mercruiser I had. Try to use an OEM water pump. I had problems with the Sierra pumps I was trying.

Typical problem when the hose connection corrodes away where the water hose attaches to the outdrive.
When it's under water when sitting and low speed, it sucks up water. When you get on step, the connector is out of the water and sucks air. Then you get an overheat.
