over heating issue 140 v4 looper

hey I have a 1988 v4 140 hp looper outboard , started it up today for the first time this season and it over heats at idle , I do have a light water flow from the pee hole on the lower cowel , that is really hot, so I pulled the thermostats out both sides are totally dry no water what so ever on the t-stat or in the head both sides are over heating , I also get water from the hole on the lower unit to the back of the prob, which is cold , im not sure how the water flows in theses engine, all this is done with muffs on the motor, I have used them every year with no issues.

does this sound like a impeller problem its about 2 years old , or water control valve on the side of the head?

Just look the pump off looks pretty new i have done it 2 yeara ago and used it maybe 30 times. Here are some pictures.. any other ideas what controls the water flow to the head

just also took apart the control valve its clean , hoses from thermostates are clear . any ideas , maybe water pressure from the muffs but i have always run them on the muff with no problems
