Outdrive Trim System???

I have an old 1969 Baretta 17' bowrider. The engine is a merc 120 I/O. The electric motor that turns the pump for the Hydraulics to the outdrive trim spins vary fast now and the drive does not go up or down anymore? Do you think it is low on hydraulic oil?

There should be a screw or 2 near a front corner that are the Fill, 'n Vent....
