outboard wont shut off!

good morning,
i am having a problem with a 2003 25 hp mercury 4 stroke. the motor cranks and runs great but will not shut off until it runs out of gas! it has a keyed off-on-start ignition, a kill button on the tiller handle, and an emergency overboard lanyard kill. none of those will kill the motor. all i can do is unplug the gas line and wait for it to run out of gas. any ideas? all help will be greatly appreciated!

Check all the engine grounds as bolt has vibrated out or worst case ECU has failed

Doubble check wiring to kill switch, posible short usiually at connectors or a broken/cut wire. And yes ground screws as previously mentioned.
