Only starts with one plug removed

I have a 2008,15hp 4 stroke manual pull start mercury outboard. It will only start and run with one of the two plugs removed from the cylinder. It doesn't matter which one. If I reinstall the plug it won't start or run even if the wire is off. New plugs and carb have been installed. It will run on one cylinder so I am obviously getting spark and also getting fuel. Any ideas? Awhile back someone else had a similar problem but no fix was posted. Thanks

What's your history with the engine? Did it ever run for you or are you troubleshooting new-to-you problems?
Cover the basics even though they may not seem relevant.
Compression test. Post the numbers. You may have a crankcase ventilation problem if a plug has to be removed. For the heck of it, poke on your symptom and do the compression test with and without spark plugs in their holes. Sounds odd but maybe with both cylinders plugged compression will come up different.
Spark to each plug should jump 3/8" air gap. Then the plug has to fire at the right time.
Check all wire condition from charging coil and trigger down to ignition coils; burns, opens, shorts.
Run at night and look for sparks jumping around the power head.
Continuity test ignition wiring harness for shorts.
Timing light on each cylinder will tell you a lot.
Troubleshoot ignition before you go to carburetor and fuel delivery. Fuel can be added manually to get the engine running.

Sounds to me like electrical problem. This was a puzzler on car talk once upon a time. Guy drives out with his girlfriend to "make out rock" or something of the sort, they go off into the woods for an hour and to his horror when he returns to the car he discovers his headlights were on the entire time (and are quite dim now). He knew the battery was weak, and her father would be at the door with the shotgun if he didn't get her home on time. The puzzler went on to list some items in the trunk (one of which a pair of pliers) and says he went under the hood, did something, and managed to start the car and get the girlfriend home in time for curfew. The answer to the puzzler was he removed a couple of spark plugs and the engine was able to start with a weak battery

Knowing this story, I would say you've got a weak spark condition. My gut says ignition coil, but if you want to be methodical about this then test all components of the system. Start by inspecting and gapping your plugs, testing resistance across your spark plugs wires, testing the resistance on the primary and secondary circuits on the ignition coil.. the fact that it runs on either cylinder makes me think upstream of that the ignition circuit is ok

Thanks to anyone who responded to this thread. I just got the motor to run by replacing the coil. I had already replaced the plugs and carb beforehand. It is running good now. Thanks again.
