It has been over 15 years since I worked on an OMC but I just remembered something else.
With a screwdriver holding the 2 levers, install the cable and push it in to compress the tension spring, install the cotter pin to hold the spring compressed, attach the cable pucks in their respective slots, remove the screwdriver and the cotterpin and the spring will set the correct tension.
