OMC Cobra Hard to Throttle

My OMC 5.7 seems to be having shifter/throttle lever problems. It seems to shift into forward and reverse just fine but once I’m past forward engagement, the throttle is very hard to push. I can throttle up and down just fine if I pull the shifter out in neutral before doing it. I also can throttle easily if I disconnect the lower shift cable at the engine. If I disconnect the upstream shift cable at the engine, I can shift into forward or reverse really easily with the engine running using the lever on top of the engine. The lower shift cable is replaced and adjusted per the Stuart method by the way.
It appears that I have validated all cables. My shifter can operate one cable at a time fine, but when it’s shifting and throttling at the same time it is getting hung up. Thanks for any advice.

Remove the control and disconnect the cables .The bind might be with the shift over stroke detent spring needing to be cleaned and greased.
Disconnect the cables at the engine and shift linkage and feel if they are binding.

Thanks for the reply. I validated all cables already and plan to pull the control box after work today to see what is going on in there. I can shift my boat into gear with the engine running by disconnecting the upper cable and turning the lever by the carburetor so that’s a good sign.
