OMC Cobra 2.3L Solenoid

I have a 1987 Ford OMC Cobra 2.3L in my bayliner. The boat sat in the previous owners driveway for four years. After cleaning the connections and replacing all fluids, the motor turns over but will not start. I tracked my problem down to the solenoid. I have 12v going into the solenoid but 4v coming out of the solenoid to the coil. I put a new solenoid in and still the same problem. I also replaced the coil, same problem. Any ideas?

Put a meter on the coil and see what you get. This boat is older by does it have a safety lanyard or kill switch?
