Omc 1.8l seadrive seized?

I have an 87 omc1.8l seadrive outboard, I think comparable to a Evinrude/Johnson 135 v4, haven't been able to get a good crank on the engine so I got a different battery out of my other boat that cranked verry well, that did nothing. Replaced the starter with one off eBay same really slow crank. Can still turn the motor with my bear hands from the flywheel, not easy but seems normal to me being a big old v4. Could the lower unit be holding it up even in neutral? Thanks to everyone for reading!

Start with an inspection of the battery cables.-----Then take both starters apart and inspect brushes and do an ohm check on the armature.---Should read infinity from commutator to the shaft with a digital meter.----Easy to do and no money spent.-----You have checked oil in the lower unit ??

Ok cool, yea I'll probably have to take it out of the water to check the oil in the lower unit, can the lower unit make it hard to turn the engine? Thanks I'll probably bring the starters in and have them tested after I check all the cables and connections

Try jumper cable from battery + to the big terminal on the starter. If that works look at the solenoid. If it doesn't, also jumper the battery - terminal to a good ground on the motor. If that works, bad cables.
