I have a older Evinrude 25 hp motor. I noticed that it has oil on both sides of the motor. Where does this oil come from and if I replace the seal under the power head will it take care of it?

I presume that you see the oil in the lower cowling. It may come from a bit of fuel that spills out of the carburetor and mixes up with grease from some nipples.
It probably is not the seal that sits between the block and the mid section because that would come with exhaust leaks, bigger noise and quite possibly the engine quitting on you when you run it with the cover on.
Another big reason for what you described is the loosening of the bolts on your engine.Make sure that every last nut and bolt is tight and up to torque.
