I have a NS18C2 and I can not run it wide open or it cuts out half throttle is perfect and runs good anymore and it's crap. I have put new plugs, sonic cleaned the carb, and new fuel lines/filter. Anyone have any suggestions?
Did you pass air and carburetor cleaner through every hole in the carburetor, and visually make sure the main jet is clear? The ultrasonic cleaner can be a fantastic help, but it doesn't always get everything.

Double check the main jet and the emulsion tube if it has one (tube with a bunch of small holes in it). The symptom sounds like it's possibly not getting enough fuel with the throttle open, so I would check everything related to the main jet. Also check the float level and make sure the fuel flow is enough (fuel pump working and filter not clogged).
