Dropping the lower unit to try and find neutral, after water impeller replacement. I think it needs adjusted, but was this tube supposed to go with the water pump?

Yes, some of the impeller housing has that white plastic tube some does not have it. They have a rubber grommet.
If I remember right larger Chrysler has the white plastic tube and Force has a grommet.
What engine are you dealing with?
I see it has the two piece drive shaft so it must be a Force 90Hp or larger from 1990 or later.

It's a Force, possibly an L drive??
Find the parts diagram for your motor.
Always include the model, year and serial# if possible.
