No water in my outdrive

I have a 1988 Formula 242 LS with a 7.4 liter engine and a Bravo I drive. When I bought the boat last year, it did not have a drive on it. I purchased a used one this year and put it on today. The problem is I am not getting the water into the drive or the engine. Before I bought the drive we were able to put a hose into the transome and run the engine. Now with the drive on, we put "ears" over the intake holes on the lower part of the drive and water is not getting into the drive or the motor! What's the deal? Do I have to put the boat into the water to get the water into the engine? Are the 5 small holes on either side of the lower drive intake holes anyway? Any help would be helpful. Thankyou

I werked on a Stamas that had an Alpha on it, and the intake was a thru-hull type.<br />Don't know about yours, but you may find one on your hull somewhere around the bow.
