can i jump starter from solenoid
You can, but why? It's turning over, but no gauges at your dash? Sounds like you aren't getting power to the purple ignition/dash wire from the ignition switch. I'd start there. You can confirm that you aren't getting power to the (+) side of coil.

You can but by the looks of the pics start by removing all the cables and wires and clean them up to shinny metal. Also the ground cables. There is a lot of corrosion.

There is no 90 a fuse on yours - it would be a square cube (3/4"x3/4") on the starter lug between the bat cable and orange cable from alternator. Not sure if your engine originally didn't have one or someone took it off.

Start with the simple stuff like the cable mentioned. Yes you can jump the slave solenoid and this can be helpful to see if it works you can rule in or out issues with parts of the system like helm switch/wiring and battery supply .

Willing to bet that if you clean the cables or maybe replace (measure ohms in the cable) including the grounds your issue goes away unless something mechanical is locking up the engine. Can check that by removing spark plugs - should be able to turn by hand or strap wrench on pulley

should i put 1 on everything was great last year when i used it
I would find the factory wiring diagram for your engine serial number and see if it was there or not. Not sure what year as I have had older boats that I don't think had this fuse, so yours may not have had it at the factory. If it wasn't there originally I wouldn't add it rather focus on getting it running and in good shape.

The fuse is used to protect the battery if the alternator shorts out.

This is not you current problem, install one if you wish but will not change anything now

You can crank and then it won't crank or even click

Meaning corrosion (bad connections) and /or bad key switch
